User Manual: Why some Trump nominees were confirmed by voice vote — and why others failed
The Senate will likely have a few uncontroversial Cabinet nominees. In the interest of time, members of parliament can agree to speed up the process and confirm each nominee or a few nominees by voice vote or unanimous consent.
As long as there is no opposition among all 100 senators (currently 99).
This speeds things up in the Senate, where floor time is at a premium.
However, there is good reason why some Democrats would oppose this simplified process.

It is not because they are trying to block the pipes of the Senate. Democrats may want to vote on the nominees they support to show that they voted in a split way to confirm other nominees of President-elect Donald Trump.
Democrats are likely to reject the nomination of Pete Hegseth as Secretary of Defense. However, one of the easiest to confirm nominees like Sen. Marco Rubio, R-Fla., chosen to serve as secretary of state, or Sean Duffy for secretary of transportation, would need recall votes.

As a result, Democrats can argue that they voted for “X” number of nominees. Trump – and they say they work together.
