ICE arrests illegal immigrant charged with sex crimes in blue city, after release from prison

Immigration and Customs Enforcement (ICE) has arrested an illegal Dominican immigrant facing sex and kidnapping charges in Boston, after he was released from local custody despite the agency’s extradition request.

In a statement, ICE said it arrested 46-year-old Emilio Jose Pena-Casilla, who is charged with assault, kidnapping, two counts of assault and battery on a person 14 years of age or older, and threatening a person. officer, witness, or judge, was arrested on December 17 in Boston.

Pena-Casilla entered the US illegally near Eagle Pass, Texas, in January 2023, and was enrolled in the Alternatives to Detention program. Under that system, migrants are monitored by a GPS tracking device or logged in through an app. He was kicked out of the show after a month.

In July of this year, he was sentenced in Massachusetts. ICE says its Enforcement and Removal Operations (ERO) in Boston removed the detainee, but the district court ignored it and he was released with GPS on bail. ICE will finally track him down in December.

“Emilio Jose Pena-Casilla is accused of serious crimes against a Massachusetts citizen,” ERO Boston Acting Field Office Director Patricia Hyde said in a statement. “We have a sacred duty to protect the citizens of our communities, and we will continue to do so by apprehending and removing serious non-citizen criminals from our communities. Today, another victim in Massachusetts no longer needs to fear her attacker.”

Boston is one of the few “sanctuary” cities that limit or prohibit local law enforcement from cooperating with ICE. Supporters of sanctuary laws say they allow illegal immigrants to cooperate with local law enforcement, but opponents say it results in the release of illegal immigrants back onto the streets.

The Boston City Council recently doubled down on its sanctuary policies, voting on a resolution to limit ICE cooperation and prevent police from detaining immigrants for deportation unless there is a criminal warrant.

The solution adopted by the council states that “the mass deportation proposals represent a direct attack on Boston’s immigrant families, and threaten to divide communities.”

Therefore, we are sending this letter to inform you of this danger and insist that you comply with the laws of our country,” the letter said.
